Maxtool.com need to be shut down!!!

Got a water pump on the 10th of Aug, didn't work, NEVER has. It was Aug 14th when I emailed Carlos some pictures, his email is carlos.maxtool@gmail.com. I talked to him a few days before that. This all can be verified in my email which I am more then happy to to provide to you. The tech was not able to get it going, we talked about sending it back, i said i think that's what we might have to do if he cant get it working. I called later and they gave me a return authorization. I told them to send me the address and a prepaid label and I will send it back to them. She told me that I will have to pay for the shipping, I then told her to have someone give me a call back about the shipping, guess what NO ONE CALLED ME BACK. I called back again and requested to speak with the support dept, they told me that they cant transfer me to them, but they will give them the message. Guess what NO ONE CALLED ME BACK. I called a few days later got the same thing, still didn't get a call back. I called again and still had trouble getting a hold of someone, but finally did. They want me to pay to have their defective item sent back to them. They keep giving me the story well its past 30 days, and they cant do anything about it. They are the reason why it has been taking this long. And even if it was the within the 30 days they still want me to send THEIR item back to them which DOES NOT WORK.
So lets take a look at it this way, I got the item, on the 10th and it did not work, if i wanted to send it back the next day they still would want me to send it back to them and making me pay for a item that DOES NOT WORK!!! You can check them out on the la.bbb.org website and find ALL kinds of complaints about their items not working and also making their customers send their defective items back making them pay for it when its not even the customers fault to begin with. Can you tell me how that is fair to me? I order an item online does not work and i am out money because of an item they sent that is defective. If i sent out a product that does not work, i would make it right, not screw over the person who i am selling the product to. This is a poor company for even treating the customers like this. It is November now and i am still arguing with them about my refund on a item that has NEVER worked, recommended to avoid Maxtool.com at all cost, because if you get an item that doesn't work YOU will be paying the money out of your own pocket to ship it back and even might get charged a restocking fee on top of that.
All i want is to be able to send this item back and get a refund for it, but instead they want me to pay them $45 to come and pick up an item of theirs that does not even work. NOT fair at all and unacceptable!! Maxtool.com should be shut down!!!
