Waste of Money, Incompetent, Unscrupulous

I hired Pierre Handl as an Engineering Expert Witness. He was supposed to calculate out the amount of damages from water runoff onto concrete and asphalt for litigation. All he did was write a long letter that said absolutely nothing about who was responsible
for what. Weeks after the contract was signed and money paid he told me that he could not perform the work until a topographical survey was performed. No advance notice of this additional expense and he did not mention it until I emailed him and asked for
the completed report. I did need to get an additional survey performed (which went to an acquaintance of his) for $1600, which was never used or needed and was covered by his engineering license. He should have been able to perform it. Another couple of weeks
go by and he once again tells me that he couldn't make his report, but this time he required a soils report. He recommended an acquaintance again. The soils engineer said it would $1600, the exact amount of the first acquaintance surveyor. I got it done for
$500 from geotechnical firm. I was being ripped off. Once again, the report was not needed as Pierre Handl never referenced it in relation to the damages per property owner. Pierre Handl was utterly incompetent in performing his task, never performed the task
assigned and refused to refund even a penny. He used a one line loophole in the contract to end the contract and keep the money. Stay away from this person who just seems to pad his pockets and the pockets of seemingly friends in the neighboring fields of
study without a seeming concern for his contractual obligations. I didn't get a chance to use him in court and could not recommend him as an Expert Witness. When explaining himself, I questioned him after his rambling lengthy letter that said nothing of import,
his responses to my questions were lengthy, rambling and did not answer the questions I was asking. This is not the sort of person you want on the stand in a Superior Court Case on your side. It would be better to hire him for the other side of the aisle,
that was you could win.
